Rep. Bishop introduces Daylight Act, giving states more leeway to set clocks

WASHINGTON — U.S. Rep. Rob Bishop wants individual states to have more leeway in deciding whether to spring forward and fall back.

The Republican from Brigham City introduced the Daylight Act, which would give states authority to maintain daylight saving time hours or standard time year round. He sees it as a states’ rights issue.

“For any student of federalism, this is a no-brainer,” Bishop said in a statement Wednesday. “The range of industry and lifestyle is so varied across our country, it only makes sense for states to have the ability to set their watches the way they best see fit.”

Per his measure, states would be able to stick with the status quo, recognizing standard time in the fall and winter and springing an hour forward to daylight saving time in the spring and summer. They would also be able to stick with daylight saving time year round, which is currently not allowed. States may already opt out of daylight saving time, maintaining standard time year round, according to Bishop’s office, but only Hawaii and Arizona do so.

“This bill will not force any action nor compel a state to take any action,” Bishop said. “Quite simply, this gives people the flexibility to do what they want. We are reinforcing the states’ power to govern by loosening the grip held by the federal government.”

Bishop is up for re-election this year.
